The department

The MSD Global Safety and Environment department provides safety and environmental support for MSD Oss operations at the Moleneind facility in order to drive towards world class EHS (environment, Health & Safety) performance. The department covers all the essential EHS expertise.

The function

Reporting to the Director Safety & Environment, the Associate Director Safety and Environment is responsible for the safety compliance strategy of the MSD Oss Moleneind location. This position will be responsible for leading and driving implementation of the MSD Safety and Industrial Hygiene programs, ensuring compliance with both regulatory and company requirements and providing EHS technical support for engineering projects and operations.


The position has 3 direct reports and additional indirect reports for temporary projects. The Associate Director collaborates with site leaders to ensure compliant EHS and risk management programs.


Responsibilities include but are not limited to:


  • Acting with considerable independence, direct professional EHS staff activities to ensure site-wide EHS compliance and performance and drive personal ownership and accountability for all employees;

  • Coaching site operations leaders to be visible EHS advocates in their areas of responsibility; 

  • Ensuring comprehensive change management of all EHS and site initiatives to ensure ongoing compliance; 

  • Ensuring site systems are in place to maintain compliance with European and Netherlands EHS regulations and MSD expectations and standards (specifically but not limited to high risk work (i.e. LOTO, Confined Space, etc), industrial hygiene/occupational health, process safety, machine safety, safety awareness, accident and injury prevention and reporting); 

  • Completing internal audits and self-assessments to monitor program effectiveness and developing corrective/preventative actions to ensure continuous program improvements;

  • Implementing MSD corporate EHS strategy at the site operations level;

  • Evaluating numerous competing initiatives, ensuring robust process, systems and resources are in place for all areas of accountability, balancing interests of multiple operating divisions;

  • Advising site management on the safe and environmentally sound operation of all processes, plant and equipment;

  • Assuring completion of all regulatory submissions, notifications, etc. required to maintain compliance with European, Netherlands and local EHS requirements;

  • Leading development and ensure delivery of required EHS training programs;

  • Monitoring and influencing local regulatory climate, negotiating and advocating with EHS agencies and external stakeholders;

  • Developing guidance to site operations on impact of new regulations and how to meet new requirements;

  • People management of the EHS team;

  • Recruiting, leading and developing staff to achieve these outcomes;

  • Communicating clearly and consistently complex technical and regulatory information to both senior level site leaders and shop floor colleagues;

  • Potential to provide EHS support to other MSD sites in the Netherlands and Belgium;

  • Potential to participate as guest auditor in corporate EHS audits at other sites;

  • Potential for business travel.

  • Bachelor's/ Master’s Degree in Science or Chemical Engineering or similar technical discipline (e.g Mechanical Engineering);

  • Hogere Veiligheidskunde (HVK), Industrial Hygienist  or Master of Safety, Health and Environment Management (MoSHE), professional certifications and/or Green Belt and Lean/Six Sigma experience;

  • Direct experience with occupational exposure control system strategies – prevention, engineering controls, work practice controls, and personal protective equipment (PPE) including respiratory protection;

  • Familiar with regulatory requirements for occupational exposure, including EU Directive for Worker Protection for CMR Substances and EU Directive on Chemical Agents;

  • Strong knowledge of and experience with manufacturing and related activities and their relationship to EHS regulations and balancing company goals/strategies;

  • Strong project management skills;

  • Strong leadership, change leadership skills and a strong vision;

  • Strong interpersonal and collaboration skills, ability to work transparently and with a sense of urgency across various businesses, functions and cultures;

  • Compliance driven;

  • Result oriented, timely deliver on objectives within budgetary limits;

  • Excellent coaching & development experience, driving customer service/value and building strong collaborative relationships with stakeholders (required);

  • At least 3 years of similar experience managing direct reports, attracting talent & building a strong team; 

  • Strong written and verbal communication skills in Dutch and English.
