Position details: 

The Policy Manager is the member of Policy & External Relations Department reporting to Policy & External Relations Lead. The incumbent provides support in shaping policy environment. He/she is responsible for:

  • defining, facilitating and implementing country strategic plan on public policies within the assigned area

  • monitoring and ensuring execution of policy and strategies

  • contributing to company image, visibility and reputation as an innovative pharmaceutical company.

Primary job responsibilities include:

 Insights & networking:

  •  Identify policy/health issues in the assigned therapeutic area and get broad view on general developments in the country healthcare sector

  • Monitor and analyze new government’s initiatives, potential changes in law and broader developments (including parliamentary activities, both regarding healthcare and industrial policies) assessing their business implications; identify key trends, opportunities and threats

  • Share relevant policy trends and recommendations with business leadership and cross-functionally

  • Establish and maintain broad network of relationships with key stakeholders within and outside MSD

Strategy & action plan development :

  • Develop strategy and action plan for identified portfolio/therapeutic area in association with Market Access, Medical and business leaders

  • Adapt and craft messages for policy communication to internal and external stakeholders.

Advocacy & policy action plan implementation :

  • Map and manage the relevant key stakeholders

  • Build contacts with external customers, including the development of a stakeholder network in line with the priorities of Public Policy and Market Access plans and the priorities of MSD Poland divisions

  • Build opportunities for strategic dialogue on healthcare system and promote MSD position within institutions and organizations, build new and innovative ways to address policy makers

  • Foster exchange of relevant information among different stakeholders, build alliances and consensus around processes and resources to achieve common objectives

  • Be the MSD representative in some key platforms of discussion

  • Ensure MSD point of view is heard by establishing and maintaining open dialogue between MSD Poland and (non-traditional) external key stakeholders

  • Develop partnerships with patient associations, healthcare provider associations (physicians, pharmacists, hospital, nurses, etc.) and academic/scientific organizations; trade associations, think tanks, in order to discuss trends and concerns, and evaluate together how to maintain both a sustainable healthcare system and balanced economic environment

Expected Qualification of YOURS :


We are seeking professionals with the following qualifications, skills and Experience: 

The ideal candidate will have a track record of success in government affairs / public policy in the pharmaceutical or healthcare industry. We could consider as suitable the candidate with demonstrated experience in a similar public affairs position (min 3 years) in a highly regulated industry, consultancy (consulting companies with the healthcare focus), NGO, patient organization, public policy agencies/associations or other organizations which are dealing with legislative development process / regulations, etc.


Education / Skills / Capabilities

  • Master degree, preferable in Pharmacy, Medicine, Life Sciences, Public Health, Political Science, Law, Sociology or Economy

  • In-depth knowledge of the country political, economic and healthcare systems

  • High interest in the broad environment (macro-political, economic, social)

  • Good understanding of the challenges of the innovative pharmaceutical sector (Oncology, Vaccines) and the healthcare sector in general

  • Ability to translate public policy objectives into a strategic action plan

  • Excellent analytical skills and strategic thinking to understand and address stakeholders needs

  • Ability to influence individuals, mobilize stakeholders

  • Strong communication and interpersonal and networking skills, experience in relationship building / management and the ability to work successfully in a team/cross-functional environment

  • Ability to work under high time pressure on different tasks

  • Good organizational skills

  • Drive, energy, enthusiasm

  • Fast learner

  • Able to work independently and in a team

  • Excellent verbal and written communication

  • Fluent in English
