  • To provide oversight to fire protection and alarm systems system across the site are in compliance with company guidelines, XL gaps standards and local regulations and to follow up on CAPA actions. Lead or provide oversight of the design reviews when there are changes or upgrade required.
  • To oversee IFM (integrated facilities management) to properly and efficiently operate, inspect, monitor, maintain and test on the fire protection and alarm systems and card access system including roll call.
  • Develop program to manage corrective/improvement plans including leading/supporting role.
  • To provide oversight to the card access system across the site are in compliance with company guidelines and to liaise with the Global Security and IT. Lead or provide oversight of the design reviews when there are changes or upgrade required.
Other main responsibilities:
  • Conduct gap assessment in terms of design, operation/maintenance practices and controls for fire protection and alarm systems and card access system across the site and based on that develop system improvement plan. Ensure that proposed improvement plan is in line with the site goals particularly to support site’s vision to be World Class Supplier in terms of highest quality product, at lowest cost and shortest lead time.
  • Provide routine fire protection and alarm systems and card access system updates, challenges and improvement plan to the management.
  • Leverage on knowledge/resources/best practices from Global Reliability Engineering (GRE), Global Engineering Services (GES), Global IFM Governance, Global Safety and Environment (GSE), Global Security groups and other sister sites to drive improvements.
  • Work with IPT/CoE/IFM teams to identify bad actors (eg. equipment failure or device faults) and review system reliability to develop program to improve poor performance sectors.
  • Conducts Maintenance effectiveness / optimization reviews along with ES, CoE and IFM staffs to adjust equipment task lists, spare parts, frequencies, and information as appropriate based on trends, approved changes, and/or business requirements.
  • Initiate and executes change controls and work in cross functional team to complete project successfully as well as managing capital projects for any upgrades or asset replacements
  • Manages and liaises with the Government Agencies, GSE, XL Gaps audit/ assessment and follow up on the audit/assessment observations with all concerned parties and to coordinate with various groups to ensure the action items are closed within the stipulated time line.
  • To oversee the fire protection services provided by the external outsourced party meets the service level agreement (SLA) and track the KPI metrics.
  • Work on any other duties as assigned by the supervisor
Qualifications

  • Bachelor Degree in Engineering
  • Minimum 6 years of manufacturing plant experience in the Pharmaceutical or chemical or petrochemical industry
  • Knowledge of applicable EHS and local regulations.
  • Knowledge of fire protection system, equipment, operation and maintenance
  • Ability to understand and diagnose software issues (eg. Honeywell system for FAS/BMS, card access )
  • Familiar with fire protection codes like the BCA Act, SCDF Fire Code, Factory Mutual Global(FMG), NFPA codes, XL gaps, MSD Fire Protection System FP-901, Facility Fire alarm and detection System SA 903, Spill Control and Bulk Storage Liquid Storage Facilities STD 103, EHS Loss Prevention SN 38.
  • Have experience in managing outsourced providers and OEM vendors
  • Demonstrated use of analysis tools such as FMEA, RCFA, RA, etc
  • Demonstrates ability to work independently and able to define the scope and boundary when given or even when not clear.
  • Learn fast and resourceful enough to know how to network with different resources to develop a solution
  • Effectively analyze, frame and present information in a clear and unambiguous manner to peers, supervisors, and management for decision making.
