Senior Manager, Operations Job

 The Senior Manager, Operations provides leadership to the assigned Operations section in an Integrated Process Team (IPT). The incumbent :
• Ensures smooth running of assigned operations area within the IPT and achieves a continuous process flow within a flexible multi-skilled teamwork environment
• Leads the shift teams and supporting operations personnel in delivering operations targets across Stewardship, Delivery and Cost
• The primary Operations point of contact for document approval including investigations, operating instructions (e.g. MPDs, SOPs), cleaning and process protocols and change requests.
• Leads the Tier 2 module walkthroughs as assigned and is a key member of the Tier 2 end to end walkthrough
• Promotes behaviours and principles that drive continuous improvement and a strong stewardship culture within the Operations group
Other responsibilities include:

Manufacturing Excellence

IPT Management Team
• Serves as a member of IPT Management Team. Provides direction to the Operations group to establish and develop tactical plans to support site and IPT strategies
• Represents IPT and site to other organizations as needed. Cultivates good relations with all customers both internal and external
• Collaborates with Senior Manager, Operations at other sites to benchmark and share best practices/lessons learned and ensure consistent approaches are implemented across the pharmaceutical organization

Customer Service
• Ensures all customer service targets are met with regards quality and on-time delivery of products

Lean Metrics
• Leads the Operations Team in delivering operations metric targets and leads weekly and/or monthly reviews of operations related metrics to monitor performance, identify trends, facilitate development of action plans, and track completion of action plans.
• Is the metric owner for operations related metrics for the IPT including stewardship (e.g. RFT) and Delivery

Operations
• Participates in the daily IPT walk-through and prioritizes operations resources to resolve identified issues and/or unplanned events with agility and flexibility
• Ensures maintenance of Visual Factory tools and facilitates further development as required
• Ensures operations team is accountable for timely completion of assigned follow-up items
• Ensures structured problem solving and analysis methodologies are used at all levels
• Ensures all operations team members are appropriately trained and skilled to complete their assigned tasks and responsibilities
Continuous Improvement
• Drives continuous improvement at all levels in the operations team to increase agility, flow and throughput, and to reduce cycle time and inventory
• Identifies, resources and sponsors Kaizen initiatives within the IPT
• Leads "Right First Time" initiatives for error reduction and sustains 5S throughout all work areas

Financial Stewardship

• Supports development of the IPT profit plan, participates in regular EA reviews, updates and has overall responsibility for ensuring profit plan is delivered in the areas of direct labour, yield, material usage, waste and consumables

Quality / SHE Stewardship

Quality
• Promotes a Quality culture within the Operations Team and proactively supports Permanent Inspection Readiness and cGMP compliance
• Ensures all deviations/atypicals and customer complaints are fully investigated with any proposed actions effectively implemented within the agreed time frame to continually improve processes, prevent waste, and eliminate rework
• Ensures production support activities are completed according to established procedures and supports the IPT in improving "Right First Time" performance through deviation reduction and the provision of error proofed documentation
• Ensures direct reports receive required cGMP and role related training required to work safely and in compliance with regulatory requirements as identified in their individual training plan
• Manages SOPs to ensure compliance to regulatory standards and ensures documents are generated and maintained to the required standards and appropriate frequency
• Ensures technical documentation is made available during regulatory inspections, provides technical expertise and implements corrective actions as documented following regulatory inspections and internal audits
• Acts as sub-system owner for allocated sub-systems (i.e. Manufacturing Practices, Cleaning/Housekeeping/ Maintenance, Facilities & Equipment Design and Packaging Control)

Safety, Health & Environment
• Works with Director, Operations and E&SHE COE to maintain and improve SHE performance within the IPT, including: ensuring SHE Risk Management & Change Management systems are effective, work area risks communicated and adequately controlled
• Ensures all direct reports are trained in accordance with SHE policies and guidelines
• Demonstrates and promotes SHE leadership behaviours to all direct reports and engages employees at all levels on SHE issues
• Ensures required risk assessments, including HAZOPS, are carried out for the IPT in a timely manner, recommendations provided and implemented as agreed
• Participates in and supports implementation of actions for all Incident Investigations and Audits

People Excellence

People Management
• Works with the Director, Operations and Production Leads to implement Performance Management Process (PMP) effectively, ensuring objectives are developed, timely continuous feedback is provided to direct reports, and Operations team members are appropriately rewarded based on performance and demonstration of the MSD leadership standards
• Promotes a culture of continuous learning and identifies opportunities to multi-skill Leads and Technicians
• Ensures all direct reports have a development plan which will supports achievement of objectives and future professional growth. Responsible for Employee Development for all direct reports with the employee, and effectively mentoring to enhance performance
• Delegates decision making to most appropriate level
• Maintains positive working relationships among employees and fosters an environment where employee engagement, empowerment, teamwork, and accountability are the cultural norm
• Provides effective, regular and timely communication to their team and ensures that continuous feedback is given to support team performance

Self
• Demonstrates leadership behaviours in alignment with the Merck leadership standards
• Develops and updates performance objectives and accomplishments in myPMP system and hold discussion on Employee Development Plan (EDP) with Manager aligned with Performance Management Process
• Ensures both operational knowledge and technical skills are maintained and compliant against individual training requirements
• Participates in SHE, Business Compliance, cGMP and all other compliance-related matters, where applicable
• Supervises and oversees Third Party Contractors, where applicable
• Any other duties as and when assigned by the Managers

Qualifications


  • Bachelor’s Degree in Chemical, Mechanical, Electrical Engineering or Finance

  • At least 8 - 10 years of relevant experience within Pharmaceutical or other manufacturing industry including:
    - One or more leadership roles in Manufacturing, Technical Operations, Quality Operations, Engineering and/or Production Planning
    - Prefer experience with continuous improvement, Lean Six Sigma methodology and the application of Lean tools

  • People management experience

  • Well-versed in applicable regulations and divisional policies/guidelines, especially: Cleaning/ Housekeeping/ Maintenance, Environmental Control, Process/Cleaning/ Equipment Validation, Change Control and Manufacturing Practices

  • Demonstrated knowledge in more than one pharmaceutical and/or chemical manufacturing operation (e.g. manufacturing, quality, engineering, etc)

  • High level of stewardship awareness, including: cGMP, regulatory inspection preparation, and SHE

  • Demonstrated knowledge and application of Lean Six Sigma methodology and tools

  • Demonstrated capability in application of appropriate trouble-shooting and problem solving techniques
